Update on Consensus
In summer 2022, CITB announced that Consensus was expected to take place between February and April 2024. This legally required process, which is ordinarily undertaken every three years, allows us to share our Levy Proposals for a three-year Levy Order with Levy paying employers and seek their views.
In June 2023, the Department for Education (DfE) announced its scheduled review into CITB, with findings due to be reported in 2024.
Due to the timing of Consensus and the ITB Review, CITB took the decision to submit proposals for a one-year Levy Order to raise Levy income in 2025, meaning Consensus for the next three-year Levy Order would be delayed until early 2025.
We can now announce that CITB will be starting the process to deliver Consensus relating to the 2026 Levy Order in September 2024. Further details will be announced shortly.
Generating Levy on the payments employers make to third-party labour suppliers will not form part of the Levy Proposals for the 2026 Levy Order. CITB will however continue to research and review the equitability of current and future Levy arrangements including payments to Labour Suppliers.
